Job Title: Animal Nutritionist, Registration and Tonnage SpecialistDivision: Regulatory and Environmental AffairsHeadquarters: Guthrie Agricultural Center, Charleston WVFLSA Status: Non-exemptNature of Work:An employee in this position performs some of the duties of a professional in a supportive role, assuming responsibility for administrative detail requiring a close relationship to the day-to-day work of a supervisor. Employee works fairly independently and receives a minimum of detailed supervision and guidance.Examples of Work:Assists the Registration Specialist, as required, with registration, label reviews and preparation of tonnage reports for animal feeds, commercial fertilizers, liming materials, agricultural / forest seedsConfer and correspond with interested parties requesting assistance, instruction or interpretation of applicable laws and regulations pertaining to registration, label reviews and/or tonnage-reporting of animal feeds, commercial fertilizers, liming materials and agricultural/forest seeds.Utilize available databases to maintain accurate and current databases of all companies (animal feed, fertilizer, agricultural lime, and agricultural/forest seed) and their products registered for sale within the boundaries of the State of West Virginia.Review, correct, and advise companies on all registered product labels.Consult with individuals and companies about nutritional needs that are required for proper labeling of registered products.Answer difficult questions and concerns from individuals and companies about nutritional guaranties for registered products.Oversees tonnage reporting as required by law.Receives and independently prepares responses to routine correspondence and inquiries about registration and tonnage.Prepares operating reports such as statistical records of performance data and performs daily reconciliation of revenue reports.Attends conferences with or without a supervisor in order to keep abreast of new technologies and/or assist with the implementation of new program procedures.Performs related work as required.Other duties as assigned.Working Conditions:Ability to sit, stand, and/or walk for extended periods of time; frequently bend, squat, reach above shoulder level, push, pull, and capable of lifting up to 50 pounds. Long durations spent operating office equipment such as personal computer, copier, or fax machine.Knowledge, Skills, and Abilities:Knowledge of modern office procedures, practices and equipment.Knowledge of computers and software including Microsoft Office (Word, Excel and Access)Knowledge of agency rules, regulations, and procedures.Ability to maintain detailed records according to prescribed format.Ability to retrieve and utilize information from multiple sources to complete assignments.Ability to compose correspondence dealing with routine inquiries regarding the services and procedures of the organizational unit.Ability to deal with the public in an effective and courteous manner and to establish and maintain effective working relationships with superiors, subordinates, associates, other organizations, and the general public.Ability to analyze operational procedures and prepare reports of findings and recommendations for modifications.Knowledge of nutritional needs of different species as it pertains to balanced feed and food rations.Assess nutritional and caloric requirements based on an animal's condition and type of physical activity such as performance, reproduction, lactation as it pertains to labeling of animal and pet feed.Qualifications:Education: Graduation from a four-year college with a Bachelors' degree in the biological or chemical sciences, agriculture, or related field required.Experience: Four years of employment in a related field, which must have included complex or administrative duties.Substitutions: A Masters' degree from an accredited four-year college or university may be substituted for the experience required.Additional Requirements:Valid driver's license is required.Satisfactory completion of pre-employment drug testing.Satisfactory completion of pre-employment law enforcement background investigation, including DMV records.Must maintain a positive image of the Commissioner, West Virginia Department of Agriculture, and the State of West Virginia.This description is subject to review and revision at the discretion of the Commissioner and designees.West Virginia Department of Agriculture is an equal opportunity employer
